This book is a compendium of principal papers and commentary papers which were presented at the 15th Biennial Conference of Chief Justices of Asia and the Pacific which was held in Singapore. The focus of this Conference was on the search for ways to achieve the establishment of the core values of an effective judiciary, such as integrity, independence, transparency and securing access to justice, as well as the role of the Judiciary in supporting the growth of transnational commerce. These five core values became the tenets of this Conference upon which each session was based. Core Values of an Effective Judiciary pays tribute to the contributions of the speakers and is a record of the discussions and the diverse viewpoints and experiences that were shared on various judicial issues during the Conference.
The papers are published according to the conference sessions and core values. In addition, to lead each session, an introductory paper was prepared that synthesised the thoughts, expressions and ideas presented in that session. The papers and their titles have been edited for publication.
