About LIFTED
The Legal Industry Framework for Training and Education (LIFTED) is a competency framework for the Singapore legal sector, designed to guide and support the professional growth of legal professionals throughout their careers.
Originally conceived in 2015, it was revitalised in early 2025 to implement a cornerstone recommendation of the Report of the Working Group for the Reform of Legal Education to introduce a legal sector competency framework. LIFTED is developed by SAL in close consultation with legal professionals across all levels of seniority and key legal industry stakeholders.

Skills Framework for Legal Services
Aligned with Skillsfuture Singapore’s Skills Framework 2.0, the Skills Framework for Legal Services is built around three key components:
- Career Map: A map that sets out the key professions or job roles within the legal industry.
- Skills Maps: Key outlines of the critical work functions and key tasks associated with various key positions or job roles in the legal sector.
- Competency Statements: Descriptions of the knowledge and abilities required for specific skills at different proficiency levels — basic, intermediate, and advanced.
The Skills Framework for Legal Services has been developed for disputes and corporate lawyers, as well as for in-house counsel, and will be expanded to include allied legal professionals, to offer a comprehensive framework for the entire legal industry.
Knowledge Guides
To complement the Skills Framework for Legal Services, SAL is also developing Knowledge Guides which provide guidance on specialised domain knowledge expected for certain specialist areas. The SAL Knowledge Guides are intended to help training providers roll out more knowledge-focused training for those who wish to pursue specialist legal practice.
Training Roadmap for legal professionals
Together, the Skills Framework for Legal Services and the SAL Knowledge Guides guide the development of a Training Roadmap for legal professionals. This Training Roadmap charts the learning journey and recommends relevant training courses to complete the picture of professional development and training for Singapore’s legal sector.
